In 1988, Eduardo M. Benavides, pro se, filed suit against the Bureau of Prisons (“BOP”) seeking release of certain records pursuant to the Freedom of Information Act (“FOIA”). The District Court ordered the records released, but nearly two years passed during which the BOP took no action to comply with the court’s order.
