SOPER, Circuit Judge.

Two causes of action are involved in this suit by the United States to recover the losses incurred by issuing duplicate adjusted service certificates to two world war veterans in place of original certificates alleged to have been lost or destroyed. The defendant is the surety on two statutory lost instrument bonds given by the veterans to secure the issuance of the duplicate certificates.
