ROSS, Circuit Judge.
In March of 1975, appellant Ewbank International Division, Inc. (Ewbank) submitted a bid to supply steel oil well casing to Petróleo Brasiliero S.A. (Petrobras), the corporation granted exclusive rights by the Brazilian government to engage in exploration, refining and distribution of oil. Although Ewbank did not manufacture oil well casing, its business included buying and selling oil well products for export to foreign countries. Pursuant to the bid, Ewbank was to supply Petrobras with 98,400 feet of 26-pound casing, and 79,090 feet of 29-pound casing for $6,351,010.…
