Before this Court in our original jurisdiction are the preliminary objections of the Department of State, Bureau of Professional Occupational Affairs (Bureau) and the State Board of Funeral Directors (Board) 1 to a Petition for Review in the Nature of an Action for Declaratory Judgment. In their preliminary objections, Respondents argue that this Court lacks original jurisdiction over the Petition for Review because Petitioners failed to exhaust administrative remedies, and because the petition fails to state a claim upon which relief may be granted.
