MEMORANDUM OPINION

SINGLETON, District Judge.

Plaintiff contends that he is being deprived of certain basic civil rights guaranteed him by the Constitution in a context that would confer jurisdicton on this court where one seeks to vindicate such rights. Therefore, this action is premised upon jurisdiction in this court under the provisions of 28 U.S.C. § 1343, 42 U.S.C. § 1983, and 28 U.S.C. § 1331. Having considered plaintiff’s complaint and defendants’ motion to dismiss, this court concludes that jurisdiction is in fact proper under the above-named sections and is sufficient to grant this…
