JNC Land Company, Inc. appeals from an order granting the City of El Paso’s plea to the jurisdiction. For the reasons that follow, we reverse and remand.
FACTUAL SUMMARY
JNC Land Company owns approximately 121.20 acres of land in El Paso County. Prior to 1999, the property was outside of the city limits of El Paso. On December 9, 1999, the City and JNC entered into an agreement to annex the property to El Paso (the Annexation Agreement).
