Dickinson Education Association (DEA) appeals a district court judgment denying its petition for a writ of mandamus requiring (1) that DEA and Dickinson Public School District (the District) execute a negotiated agreement based upon the 1990-1991 negotiated agreement, with a salary change negotiated during the 1991-1992 school year, and (2) that the District issue contracts under the negotiated agreement for the 1991-1992 school term.
