The mayor, clerk, and Board of Aider-men of the City of Overland, appellants, appeal from the judgment of the Circuit Court of St. Louis County entered in favor of respondents, Jon Cunningham, d/b/a Jag Shop, and Seiler Enterprises, Inc., d/b/a Mike & Lou’s Auto Body, who had sought review of appellants’ action in denying respondents’ application for a business license in Overland. We affirm.
