Sections 623 to 661 of Article 27 of Volume 3 of the Code of Public General Lavra, under the subtitle “State Penitentiary,” provided for the appointment of six directors to manage the affairs of the penitentiary, and declared that the name and style of that institution should he “The Directors of the Maryland Penitentiary,” and that by that name the directors should have power to institute any suit or suits for any sums of money due the institution, for injury to its property, for breach of any contract made with them in their official capacity, or on official bonds of any officer, etc. By…
