The seventh section of “ An act to provide for bringing suits against the government of the United States,” approved March 3, 1887, under which this suit is brought, makes it the duty of the court *192in this class of cases to file a written opinion “setting forth the specific findings by the court of the facts therein, and the conclusions of the court upon all questions of law involved in the case. * * *” 24 St. at Large, 505, 506.
