A Wisconsin family-court judge, as authorized by Wisconsin law, Wis.Stat. §§ 757.70, 767.19(2); Forsythe v. Family Court Commissioner, 131 Wis.2d 322, 388 N.W.2d 580 (1986), refused to permit David Nowicki to attend or tape record two custody hearings before her because he was neither a party to the proceedings nor an attorney for any of the parties.
