I. Introduction

Pro se plaintiff Robert A. Barclay (“Barclay”) filed a complaint against Amtrak on April 24, 2003, which, construed liberally, alleges: 1) disability discrimination in violation of the Americans with Disabilities Act (“ADA”), 42 U.S.C. § 1201 et seq., the Rehabilitation Act, 29 U.S.C. § 794 et seq., and the Pennsylvania Human Relations Act (“PHRA”), 43 Pa.C.S.A. § 951 et seq.; 2) invasion of privacy; and 3) defamation.
