The plaintiff, John J. Matassa, a resident of the Sixth Ward of New Orleans and a member of the Louisiana House of Representatives from that ward, alleging that as a result of a conspiracy to defeat him in his bid for election to the office of Constable of the First City Court of New Orleans, the defendants, Clyde F.
