I. HISTORY OF THE CASE
Plaintiff (hereinafter referred to as ALP A) filed this action under the Railway Labor Act, 45 U.S.C. § 151 et seq., and 28 U.S.C. §§ 1331,1337, 2201 and 2202, on July 13, 1979. The complaint petitions for a declaration that the earlier of two written decisions issued by a neutral referee is valid and binding, and for the enforcement of that decision.
