delivered the opinion of the court.

The Treasurer of Puerto Eico, Hon. Manuel V. Dome-nech, upon written charges,- suspended from office and pay the employee Arturo H. G-allardo, examiner of collectors’' offices in the Department of Finance, and granted him a term to answer such charges in writing.

After the answer was filed and a public hearing held with the appearance of Mr. Gallardo, the Treasurer found the charges proved and dismissed the employee in question, who then resorted to the Civil Service Commission, contending among other things that he had been…
