This is an action for a declaratory judgment to determine the authority of the Board of Supervisors of Louisiana State University and Agricultural and Mechanical College (Board) to impose fines for violation of parking regulations established by the Board for the control of vehicular traffic upon the streets and roadways of the L S U Main Campus, Baton Rouge, Louisiana.
