This is a step in proceedings begun by the Banking Commission of Wisconsin, hereinafter called the "commission," on the 14th day of April, 1941, seeking the advice of the court as a court of equity in the matter of the distribution of a fund deposited by the Fidelity Assurance Association of West Virginia with the treasurer of the state of Wisconsin.
