MEMORANDUM OPINION

MYRON H. THOMPSON, District Judge.

Plaintiffs Charlie Harris and Mose Batie are black citizens of the State of Alabama, qualified to vote in Pike County, Alabama. They filed this lawsuit on April 30,1984, on behalf of themselves and others similarly situated throughout the state, claiming that county officials across the state appoint disproportionately too few black persons as poll officials, in violation of section 2 of the Voting Rights Act of 1965, as amended, 42 U.S.C.A. § 1973 (West Supp. 1983). 1 The named defendants are the Governor of the State of Alabama, the State…
