Petitioner, a resident of Kansas, was convicted of burglary in Texas, sentenced, and placed on probation during a visit there in 1981. Upon probation he returned to his home in Kansas. In March 1982, petitioner was arrested and jailed on a burglary charge under Kansas law in Reno County, Kansas.…
