Petitioner seeks judicial review of a final order of the Department of Public Safety Standards and Training (DPSST) that revoked her corrections certificates based on a finding that she had “been discharged for cause from employment as a public safety officer.” ORS 181.662(4). Petitioner asserts that DPSST erred in deciding the case on summary determination because genuine issues of material fact existed and that neither substantial evidence nor substantial reason supports DPSST’s decision.
