Appellant, William Edward Planter, was convicted of solicitation of capital murder. The jury assessed his punishment at seventeen years confinement. The Court of Appeals affirmed the conviction. Planter v. State, 976 S.W.2d 866 (Tex.App.—Eastland 1998).
