DECISION
Before this Court is the petition of Interstate Navigation Company d/b/a The Block Island Ferry and Prudence Ferry Company, Inc. ("appellants" or "ferries") for judicial review of a final order of the Division of Public Utilities and Carriers of the State of Rhode Island ("respondent" or "Division") pursuant to the Administrative Procedures Act ("APA"), G.L.
