These two appeals present the same issue. The causes have here been consolidated for hearing. Each plaintiff is a Delaware corporation licensed to do business in this State. Each filed its complaint in the circuit court of Tazewell county to restrain the county clerk from extending a tax upon the increased amount of its personal property for the year 1935 made by the board of review and to enjoin the county collector from collecting such tax.
