Judge Mencer:

I concur with the majority’s opinion except as to Part III, dealing with the revocation of the insurance agent’s license held by Evan C. Stineman. I would set aside the Department’s revocation of Mr. Stineman’s license upon the reasoning of Wallace v. Commomvealth of Pennsylvania, Insurance Department, 18 Pa. Commonwealth Ct. 267, 334 A.2d 830 (1975).
