The plaintiffs, inmates who were or are currently housed in the Department Disciplinary Unit (“DDU”) at the Massachusetts Correctional Institution at Cedar Junction (“Cedar Junction”), brought this class action in January 1994, on their own behalf and on behalf of all inmates who are or may in the future be confined in the DDU. The defendants are officials of the Department of Correction (“DOC”) and of the Department of Mental Health (“DMH”). The plaintiffs have challenged the allegedly “unlawful and inhumane conditions” of their confinement at the DDU, and have asserted that the defendants…
