1 tThis is an appeal from a June 10, 2015 judgment in Civil District Court denying Two Canal Street Investors, Inc.’s (“TCSI”) Motion for Preliminary Injunction. TCSI, an unsuccessful bidder in a Request for Proposal, sought a preliminary injunction to prohibit the City of New Orleans (the “City”), the New Orleans Building Corporation (the “NOBC”), Carpenter & Company, Inc.
