Thirty-six citizens and taxpayers of Susquehanna County appealed to the court of common pleas of that county from the report of the county auditors for the fiscal year 1931, filed February 9, 1932. The appeal was taken from the refusal of the auditors to surcharge the county commissioners with certain payments ordered to be made by them and which had been excepted to, because, it was alleged, they were without legal warrant or authority.
