OPINION

JOHNSON, JUDGE:

Durand Murrell appeals from a December 21,- 2015 Opinion and Order of the Franklin Circuit Court denying his motions for Declaratory and Injunctive Relief and Summary Judgment and granting Ap-pellee’s Motion for Summary Judgment. After reviewing the record in conjunction with the applicable legal authorities, we REVERSE the order of the Franklin Circuit Court.
