Proceeding pursuant to CPLR article 78 to review a determination of the respondent, Commissioner of the New York State Department of Social Services, dated June 27, 1995, which, after a hearing, affirmed a determination of the respondent, Commissioner of the New York City Department of Social Services, to discontinue the petitioner’s Home Relief and Medical Assistance benefits for a period of 75 days, and to discontinue the petitioner’s food stamp benefits for two months.
