Robert Russell Brooks (petitioner) was arrested for driving while intoxicated August 17, 1996. A blood alcohol test was administered. It revealed alcohol concentration in petitioner’s blood of ten-hundredths of one percent or more by weight. See § 302.505.1.1 The arresting officer filed a report of the circumstances of the arrest as required by § 302.510. Petitioner’s driving privileges were suspended.
