This cause is before us on questions of law on appeal by plaintiffs appellants-appellees, and a cross-appeal by defendants appellees-appellants, from a judgment rendered by the Court of Common Pleas of Cuyahoga County in a declaratory judgment action in which the court was asked to determine:

“Whether an initiative petition seeking enactment of an ordinance to establish the three-platoon system in the Fire Department and filed in accordance with the general laws of Ohio and the Charter Provisions of the Defendant, City of Shaker Heights, properly may be rejected as…
