LETTOW, Judge.

Plaintiff, Ronald Bias, a retired Lieutenant Colonel in the Marine Corps and Marine Corps Reserve, brings suit in this court to challenge a 2016 decision by the Board for Correction of Naval Records (“the Board”). Mr. Bias retired in 2006 after the Marine Corps incorrectly informed him that he had earned 20 years of qualifying service and was eligible for retirement pay.
