Under the Constitution and Laws of the State, and the act for the government of cities of the second class, has the city of Covington power to pass -an ordinance providing for the removal of smallpox patients to a pest house? Second. Can such city by ordinance vest such power, to remove such persons so afflicted to a pest house, in its health board, or in any three members thereof, or in the health officer? Third.
