FAIRCHILD, Senior Circuit Judge.

This is an appeal from a declaratory judgment and injunction entered by the district court. We borrow considerably from Judge Pieras’ thorough opinion, published at 698 F.Supp. 401 (D. Puerto Rico 1988).
