This case brings before this Court for construction certain features of the present Charter of the City of Baltimore. This Charter is the scheme of municipal government provided for the City by the Act of Assembly of 1898, chapter 123. Prior to this Act, Article 4 of the Code of Public Local Laws, title, “City of Baltimore,” contained the body of laws which prescribed and regulated the powers possessed by the City for the purposes of its government as a public municipal corporation.
