The plaintiffs in this action are seven (7) enrolled members of the Osage Tribe of Indians, 1 each of whom resides in the State of Oklahoma and owns one or more Osage “headrights”. 2 Originally named as defendants were the Secretary of the Interior and the Commissioner of Indian Affairs (hereinafter “federal defendants”). This action was filed in the United States District Court for the District of Columbia and was subsequently transferred to this Court pursuant to 28 U.S.C. § 1406.
