This appeal involves a Petition for Writ of Actual Innocence filed by Robert Anthony McGhie, appellant, in the Circuit Court for Montgomery County. The petition, which was filed almost 20 years after appellant’s conviction for murder and related offenses, was based on evidence that the State’s ballistics expert, Joseph Kopera, who testified at appellant’s 1994 trial, lied about his educational qualifications.
