Article 22 of the Agriculture and Markets Law (Laws of 1927, chap. 207, in effect March 19, 1927) provides for the establishment of a department of markets in the cities of the State to assume control of local public markets and, among other things, to make rules for the government of market places (§ 261, subd. 3, § 269).
