SEITZ, Circuit Judge.
The New Jersey Hospital Association (“NJHA”) instituted this action challenging the reduction of Medicaid reimbursement for general inpatient hospital services as set by the New Jersey Department of Human Services, Division of Medical Assistance and Health Services. NJHA seeks declaratory and prospective injunctive relief under 42 U.S.C. § 1988 claiming certain New Jersey state officials violated the procedural and substantive requirements of the Boren Amendment to the Medicaid Act, 42 U.S.C. § 1396a(a)(13)(A), in setting the new payment rates…
