Addison J. Throop (hereinafter called the defendant) was a member of the board of review of St. Clair county. The grand jury of that county on April 28, 1933, returned an indictment charging the defendant, together with Arthur O’Leary and Frank McKane, as members of the board of review of such county, Charles Melvin, as a member of the board of assessors, and Edward J. Delmore, with the crime of conspiracy to do an illegal act injurious to the public morals, in violation of section 46 of the Criminal Code.
