To state a claim under 42 U.S.C. § 1983, a plaintiff must allege (1) the violation of the rights secured by the Constitution and laws of the United States, and (2) the deprivation was committed by a person acting under color of state law . Parratt v. Taylor , 451 U.S. 527, 535, 101 S.Ct. 1908, 68 L.Ed.2d 420 (1981) (emphasis added). To be liable, the wrongdoer must personally cause the violation. Leer v. Murphy , 844 F.2d 628, 633 (9th Cir. 1988). There is no respondeat superior or vicarious liability. Polk County v. Dodson , 454 U.S. 312, 102 S.Ct. 445, 70 L.Ed.2d 509 (1981). A supervisor…
