BACKGROUND
In this declaratory judgment action, plaintiffs, the Babcock & Wilcox Company (B&W), Elsag Bailey, Inc. (Bailey) and Finmeccanica Societa Per Azioni (FSPA) (collectively, plaintiffs), seek a declaration that (1) any claims defendant Control Components, Inc.
