(“Seminole”) appeals a final order entered by the Secretary of the Department of Environmental Protection (“DEP”) pursuant to the Florida Electrical Power Plant Siting Act (“Siting Act” or “Act”), sections 403.501-.518, Florida Statutes (2006).
