At all times relevant herein, petitioner was a correction officer at Mt. McGregor Correctional Facility in Saratoga County, employed by the Department of Correctional Services (hereinafter DOCS) and represented by the Law Enforcement Officers Union Council 82 (hereinafter Council 82).
