The hull of the Agron was built for the United States, represented by the Shipping Board Emergency Eleet Corporation. In March, 1920, the United States Shipping Board Emergency Fleet Corporation, representing the United States, and the National Oil Company, a New Jersey corporation, agreed in writing that the Fleet Corporation would sell to the National Oil Company, named as “the buyer,” certain incomplete hulls, including the Agron, with material for the completion.
