Only two questions of any importance are presented by this .appeal, neither of which, we think,, presents any special difficulty. It appears from the evidence and the admissions of the pleadings, that Michael H. Fahey was, on the 18th day of "June, 1906, duly appointed by the Mayor of the city of Havre de Grace, treasurer of that city; that the appointment was rati-' fied and confirmed by the City Council; that the term of his office was for one year, and until his successor should be appointed and qualified.
