FALLON, District Judge:
The Louisiana Insurance Guaranty Association (“LIGA”) appeals from a decision by the Benefits Review Board (“BRB”) of the United States Department of Labor concerning benefits awarded to Robert Bu-nol pursuant to the Longshore and Harbor Workers’ Compensation Act (“LHWCA”). Because we find that substantial evidence supports the determination of the BRB, we affirm.
