Daniel Phillips brings suit against Kim-bra L. Martin, his ex-wife, seeking a declaration that he has fully satisfied his child support obligations and that he is not bound by the child support enforcement orders of the Washington state courts. On March 1, 2007, the Court dismissed plaintiffs complaint for lack of subject matter jurisdiction but granted plaintiff leave to file an amended complaint.
