This case involves the improper use of discovery devices by the plaintiffs’ counsel in compelling the State of Louisiana, Department of Public Safety, Louisiana State Police Crime Lab (the State), which is not a party to the suit, to produce certain photograph negatives. The State responded informally by letters to the plaintiffs’ counsel. The State never denied access to the information requested.
