This dispute centers around certain agreements between Kessmann and Associates, Inc. (“Plaintiff’) and Parsons Transportation Group, Inc. (“Defendant”) regarding the performance by Plaintiff of technical services for Defendant, in partial fulfillment of Defendant’s contractual obligations to the Nevada Department of Transportation (“NDOT”) to upgrade NDOT’s traffic computer systems in Las Vegas and Henderson, Nevada.
